The steering setup would be much better than a Cub.

I will second a better steering tractor. More HP too. The biggest thing is that it would be longer and heavier. So it would ride much better. More likely more stable too. The offset on the cub can be trouble on slopes.

Does that have the clutch on the right axle for when the mowing gets tuff?

Nice workmanship on the mower mount and step! Is there a rockshaft that lifts the mower?

The C model did not have the axle clutch, that was a CA feature.
