we run three or four tractors ,all use same fuel out of same tank and almost every day have to drain water out of one tractor ,always same one . what would cause that?
 
Have you checked for water in your supply tank? We have drain plugs we loosen occasionally to let condensed water accumulation out the bottom. I need to do that before we get to freezing weather.
 

Not sure why you are dealing with water in only one of four tractors, but you might want to pick up some of this paste (https://www.external_link.com/tsc/product/gasoila-all-purpose-water-finding-paste) to see if it's in your supply tank.
 
On an International the gasket that seals the fuel gauge sending unit to the top of the tank will dry rot and the shape of the tank funnels water into the fuel.
 
Is the fuel tank on that tractor subject to more heat from the engine/ trans than the others? If so, condensation may be the problem since warmer air above the fuel will hold more moisture hence more internal condensation. Or, as others have said, the fuel cap vent or seal may be allowing rainwater in.

I found that to be a problem on generator tanks. Some of the large storage tanks. I had to put sealer around the unit to seal better.
