John Deere Powr Trol

Hello,

I'm having an issue with the Powr Tro! On my John Deere B. The item that I'm pointing to in the picture spins. Also, it spews oil. What is this things intended purpose and is repairable or can I eliminate this and how?

That looks like a petcock to me. If it spins freely that means it's not working. When working correctly when you spin it it will turn the
little needle valve inside to open the valve and let fluid out. You open this petcock while filling a housing with oil or hydraulic fluid and
when the oil gets to the correct level it runs out the petcock to let you know it's full. Then you close it.
 
you can remove it and replace it with a plug, however when you top off your fluids you will have to remove the plug instead of opening the petcock.
