What are these big blocks

Driving through Sioux City and saw these big blocks where they are doing a major project along the Missouri river. They look like they are made of foam. Any idea what they are used for?

They used them here when they rebuilt state Hwy 100 over a marshy piece of ground next to a small lake. They layed them out about 50' wide and a 1/4 mile long then coverd them with about 10'? of dirt and built the rodway over them.
6 years later you can not tell from the highway where it was done.
 
When building up over unstable soil, the foam blocks weigh a lot less than dirt. If you build a big pile of dirt on soft ground, the dirt sinks and the underlying ground is pushed out the sides. Less weight on top, the pile doesn't sink as fast.
 
Called Geo foam. As stated, used as support on sorry ground and to reduce pressure against foundations when used as backfill. They can go it together in whatever thickness/size they want. Works pretty slick.
 
Also used where it is needed to take pressure off of a lower parking garage in a mall . Thousands of foam blocks with no weight .
