Allis Chalmers D17 3pt arms wont lift or lower

This is a series ONE D17. I have the adaptor kit to use modern 3 point implements. I dont use it much, since my farming days are about done. But I do have a round bale spear on it and the last time I had to move a round bale it barely lifted. Now I wanted to level my driveway and put on my blade, and it took forever for the arms to lift. Once mounted, the blade wont lift more than 1/2" above the ground. It's always been too low to the ground, but it used to raise at least 2". Worse yet, it takes forever to lower too.

I am thinking maybe it needs fluid, but where does that fluid go? There is a cap, next to the shift lever, that has a dipstick. That shows about 3/4" of fluid. But I think that is the transmission fluid ???

A photo showing the fluid fill locations would be appreciated.

I should mention that the tractor has been parked for 2 months and there appears to be some fluid on the ground under the tractor.

If it's not low fluid, what else could it be? And if it is fluid, what kind do i need?

Right, the cap you describe is for the trans. Look farther forward on the side of the drive shaft tunnel (I forget which side). There's a smaller cap with a short dipstick. Also check the position of the draft control lever behind the hydraulic lever. Adjusting that may help.
