I have a International 354 - with a gasoline engine. It's a decent tractor for its size, but has one problem that makes it almost impossible to use. The 2 stage clutch does not disengage the PTO - in other words, if the PTO is in gear, it can't be stopped from spinning.

I have a re-print manual, and the instruction says the PTO must not be operated when the transmission is in high range. I'm fairly sure that has happened - prior to the tractor coming to me.

Can anyone give me any insight into how I might tackle this problem?
 
I had a 454 one time that the pto turned all the time. I found that the disc in the pto clutch were stacked wrong. When the pto was supposed to
be disengaged it would just turn slow. If any thing was connected such as a mower, it wouldn't spin unless it was engaged. When I took the pto
out and re stacked the disc in the clutch it fixed it. This may not be the case with yours but it was a pretty easy fix . Good luck. Tommy
 
Hi the 354 has same clutch setup as B-414, 434, 444, 384 and many other models originally build in Bradford, UK but some were
shipped to USA in crates and assembled in Louisville, KY.
Re PTO clutch problem, can be clutch pedal out of adjustment, frozen PTO clutch plate to the flywheel or the pressure plate
fingers are out of adjustment.

DO NOT FORCE the PTO lever into gear or you will shear the roll pin off in the PTO engagement mechanism.

There 3 bolts with locknuts that i had to
adjust on pressure plate on my 384. Have
someone depress clutch pedal and u check if
pto disc is loose.
 
I will go with what jimb says, I have a 354 diesel and when I bought it clutch was way out of adjustment, there a few steps you have to do to get it adjustment, if your manual does not have it I have the procedure
 
Even when functioning as they left the factory, that two-stage clutch was a MISERABLE excuse of a setup to get "live" or "independent" PTO. I have a 424 diesel, a good little tractor, with a MISERABLE PTO clutch setup, IMHO.

Some other "colors" used it as well, even Mother Deere.

Well, the manual has some text describing the procedure, but the necessary diagrams are missing. I would love to have you tell me the procedure. Can the clutch be adjusted without splitting the tractor?
