tractor wont start

Sounds like the points are closed, the wire from the coil to the points is shorted to ground, or the condenser is shorted to ground internally.
 
In addition to Steve's comments, the coil could be internally shorted. If you put a test light on the lead going to the points, and crank it, the light should flash. If so replace the coil. Jim
 
I would start by pulling the distributor cap, rotor dust cover then turn the engine just enough to open the points. Next pull the ignition side wire off the coil. Then turn on the ignition and touch the wire back to the coil. If you see a spark when you do that then you have a short some place. Could be the condenser or the insulator going into the side of the distributor. If you see no spark then either the points are bad or need to be cleaned. If coil still gets hot with the points open then the coil maybe shorted out
