65 John deere 4020

I recently bought a 65 John deere 4020 that has sat for 13 years and we got running today. I have no steering or brakes. Not sure about 3pt. hitch as the cable is set up in the down possition. Any chance it could be something simple? All new. Fluids and filters, the filter housing filled with oil immediately after starting. Is there such a thing as air lock?
 
The screen clean down by the filter housing? Transmission pump delivering oil to the main pump? The quickest way to see if you have any hydraulics is to plug a
cylinder into a remote outlet.

I have a propane burner 4020 of about the same year. I am not a real mechanic, so I struggle with trying to keep things going. On my tractor, there is an auxiliary valve behind the steering wheel console, and above the starter, which is right in front of the clutch pedal. I'm thinking that the valve interfaces with the steering and possibly the brakes. It is possible that during 13 years of sitting, the valve may be hung up in a wrong position? My valve is leaking hydraulic fluid onto the starter and exhaust manifold, and I am hoping to post a question about repair kits for this and other significant leaks I am seeing. There is also a lever to the left of the three-point lift lever which must be full up for remote hydraulics to work, and the steering and brakes are not dependent on its position, but something may be hung up there too? Just keep wiggling the steering wheel. They
take a long time to get air out. By chance
you weren't holding the clutch down. The
charge pump won't work with clutch down.
 
Is the tractor a power shift? they have a lever on the left side of the dash to take transmission
an hydraulics out of gear.
 
The screen is clean. Can I crack the line coming from just above the screen to check supply to the pump? I believe it is the supply line...
 
Supply line from trans pump to filter is internal. The external line going to the front pump is what you are looking at. Make sure the shaft going into the front pump is turning. Most likely problem is after sitting for 13 years the trans pump (and other hyd components) has bled down and is dry. The pump is probably not priming itself due to lack of residual oil and possibly pump wear. I would not be worried about wear if you can get it to prime and it keeps working after that. Try running it at wide open throttle with the clutch engaged for a minute or so and see if it primes. You could also overfill the transmission to raise the oil level to the pump level. If you do that be sure to drain it back to the proper level or you will create excessive heat and power loss due to the resistance of the oil.
