I have a Morthwestern aircraft tug Model JG-40PT-9R that's been sitting for several years I have fixed everything on it but I'm having problems with the brakes. I have replaced every component on the brake system but the brakes won't hold, I was wondering if anyone has installed a brake booster on one or has any ideas that might he me.

Many of them had vacuum boosters on them but if they will not hold without one then adding a booster is not going to solve your problem.

More often than not the issue is the idle speed is too high.

Yours probably has an automatic transmission, once the torque converter gets enough rpm you will not be able to hold it even with brand new brakes and a booster.
 
That's a pretty common problem when replacing brake shoes, that they are not real effective when new, especially if the drums are less than perfect.

The shoes need to wear in to fit the drums. Unlike road vehicles, they don't move fast enough to burn the shoes into the drums. Usually with use they will eventually get better, providing there is no other problem like grease or brake fluid leaks.

You could add a booster if there is room. I considered doing that to a forklift at work, but there just isn't any practical place to put it. The brakes eventually got better as they wore in to the drums, but there were some scary moments!
 
When I was in the Navy we had JG-75 and Ta-75 tow motors. Brakes were always a problem if you have a good hard pedal then you probably need to match the pads to the drums, They had a grinder you put the pads in and moved them back and forth and they would grind the pads to fit the drum. probably only part of the pad is contacting the drum right now if this hasn't been done.
