1800 OLIVER HYDRAULICS

I BOUGHT AN 1800 OLIVER GAS FROM THE NEIGHBOR WITH A DUAL ACTION LOADER. WHEN I FINALLY GOT IT RUNNING THE LOADER STARTED RAISING AND THE LEVER WOULDN'T STOP IT, LIKE THE VALVE WAS STUCK. THE LEVER FOR THE BUCKET SEEMED TO WORK FINE. WHAT CAN I DO TO TRY AND FIX THIS. THE HYDRAULIC OIL IS MILKY SO I AM GOING TO DRAIN AND FLUSH THE SYSTEM FOR STARTERS.
 
From your post I'm assuming you are using the tractor remotes to run your loader. Do you have Hydra-Lectric stop (rectangular levers); or depth stop internal, or depth stop external (round levers)? Did the boom keep moving if you manually neutraled the lever, or just didn't the lever return to neutral when you let go?

Hydra-Lectric (rectangle levers) The loader kept moving even when the lever returned to neutral. I can move the lever both directions and it returns to neutral but doesn't stop the motion.
