Distributor cap condition

Rotor tip should never touch those posts in cap. If cap is bumped out of position as sometimes occur with badly worn axle pin, then contact can be made, sometimes breaking cap/rotor. Worn distributor bushings , if real bad could result in physical contact. Erosion due electric arc would be normal.
 
What I see is either a rotor you got at TSC and made in China or a distributor with bad shaft bushings either one can cause that. Last summer I had one where the shaft bushings where so bad you could not adjust the points to open like they should. Put on a rebuilt distributor and it fired right up but before it would not run at all
 
As long as it's not broken I don't see it being too far gone to use.

Once you determine why the rotor was hitting it won't get any worse. That could be old damage.
 
If the distributor has bad shaft bushings putting on new parts will only get the new parts broken or in the same shape as you old parts are so rebuild/replace first. This site sells rebuilt distributors and they come ready to bolt right no. That is where I got the one I replaced last summer
 
Before aftermarket dist. were avail. I would put new bushings in them. Matched them up at the local starter rebuild shop.
 
from what i can see there it looks pretty normal. rotor does not contact those dist contacts. wear from arcing. there is an air gap between rotor and cap contacts. plus dont know how accurate things from china are if its chinese.
 

UPDATE. After reinstalling the cap, the tractor started right up and purred like a kitten. It also went into all gears and moved clutch works and hydraulics work. Thanks for all the help everyone.
