A cat sitting on the seat will do it.

A plastic owl sitting on the hood will eliminate your problem. The dollar store has them, fill it with sand and tape the bottom shut. I had to do this with lawn chairs that were constantly being messed by robins..cheap and it works !

Grease the steering wheel up with Vaseline that way they will slip off and maybe learn plus it also helps get rid of black hands once you wipe it off. Or something on the wheel that will turn/move it they try to sit on the wheel

I've had them build nests on top of manifolds. Had a fire on a nest once right next to the gas tank on my 300U. You can't get under the hood of a utility tractor quickly enough for that sort of thing.

A short piece of hose split lengthwise with some shingle nails sticking through it. Slip it over the steering wheel.

I put a garbage bag over the wheel and that stops them until it desentegrates because of the sunlight. You could probably use an empty feed bag too, if you have access to them. They don't like to sit on anything soft.

What about poo on the tires, though, it's been a LONG time since that's been discussed here, the site "oldtimers" will remember.

WORST case scenario is when following "hay burners" in a parade. WHAT to do?

Had same problem with some of our black lawn furniture. Slid a cheap garden type whirlagig on to seat back. So far (30 days+)no more bird pooooo.

get a plastic cover like for a roof wind turbine. Hardware stores or they will order them. last for 10 years out in the weather. $3.00.

I don't know about birds perching on steering wheels, but the old timers had a remedy for birds nesting in their horses' manes. They would rub yeast into the mane hair. The theory was
Where yeast is yeast,
And nest is nest,
There never the mane shall tweet.
