HI guys a friend is looking at a ford 3610 I dont know anything about them owner told him wont start either needs points or plugs . I just dont know how that 3cly gas engine is. any input would be appreciated

I didn't know Ford was still building gassers then but maybe.
It is the same as any other points ignition system. Check for spark at a plug wire and verify that you have a bright bluish white spark that will jump at least 5/16". Short or yellowish spark will Not do.
If spark is poor or non existant it's most likely the points.
Points are kind of a pia to check on a 3 cylinder Ford. Pull the spark plug wires right out of the tractor. Then pull the cap and dust cover. Use fine sand paper to clean points then pull a piece of brown grocery bag through. Adjust point gap to .025 Then reassemble.
#1 plug is marked on the cap. Distributer turns counter clockwise. Firing order is 1, 2, 3. .
#1 plug is at front of engine.

The 3 cyl is a good engine, no history of problems.

But with it not running, no way to know if THAT engine is good. Or if there might be other problems with the rest of the tractor.

The good thing, a non running tractor is worth... Basically scrap value.

The decision to make:

Do you take a chance, buy it really cheap and hope for the best?

Or ask the owner to get it running and pay his price?

There are things you can look at, the condition and level of the oil, same with the coolant. Look for deal killers like freeze cracked block, other broken castings, evidence of abuse. Tire condition is also a major factor.
