Ford 5000 power steering problem

There is air trapped in the fluid, especially if it has a frothy appearance.

Letting it sit will usually get most of it out. You can also raise the weight off the front wheels and slowly turn the steering with the engine off. It should burp air into the reservoir, and the level drop. Keep adding as it drops so more air isn't introduced.

It should eventually clear up. The suspended air will work out when it's not running.
 
Ford used two types of PS systems on those over the years. The early type did the work under the radiator. The newer type did the work in the steering box.
They also used two types od PS pumps over the years. Early one with seperate pump and reservoir, late one with integral pump/reservoir.
In the future you should tell us which system and pump you have.
That said, if it were mine I would change the filter in the reservoir. It's cheap enough to do and likely is the problem.
