Looks like a remote PTO. Drove something with a V belt.

We had a thing that went directly on the belt pulley to wind up electric fence wire after grazing wheat. I?ve wished I still had one more than once.

The tightener/idle is on the wrong side,as it always needs to be on the return side not the power side.
