Bosch Injection pump on Massey 44 Diesel

I have a Massey Harris 44 Diesel with a PSB pump that was a running tractor but was inside sitting for a few years. I now want to get it started. All the fuel lines and filters were varnished up but I got all of that cleaned and new filters and fuel moving like it should. The shut off and throttle barely moved so I took off the top and rear round covers on the pump and cleaned everything inside and over a few days time sprayed Kroil and the shutoff and throttle then worked freely. The fuel transfer pump was free and works fine. Now I was ready to try to start it. No fuel is getting into the injection lines. The fuel, when you spin the engine with the starter, is going thru the head and into the return line and it pumps the fuel back into the tank like a return line is supposed to do. Any ideas on why the fuel won't go into the injector lines? I have no experience with the head part of the pump.
Thanks

Times two what John said, pump is most likely damaged. I see a lot of PSB pumps like that. IF you are lucky, just the plunger guide is broken and I have some. BUT if the plunger is snapped off, the hydraulic head is history..
