Won?t crank

The Tractor is 1973 Perkins diesel. Blown head gasket replaced and won?t crank. Hell!!

What do you mean it won't crank? Does it turn over by hand? There was a discussion not long ago about compression ring hitting head gasket.
Going to need more info.
