Yes It turns over fine. The oil pump does not appear to be working or
is gummed up from old oil with water in it? Will this keep it from
cranking? What else could it be? Injector stopped up? Bad fuel?

Or starting? It will turn over fine. Valves not adjusted right? Will this
cause it to not start?

Have you loosened the lines and bled the air out of it at the injectors?

Yes incorrectly adjusted valve clearances will cause engine not to start running. Also air in fuel system will cause same thing.
