Will air in the break system cause the break's not to
release?

No, failure to release is either a mechanical problem, like corroded wheel cylinders, something jamming the shoes, like a broken spring fallen down in the drum.

Or a hydraulic problem, master cylinder not fully returning because of corrosion, the pedal out of adjustment, packed with debris not letting it return, or the wrong fluid was used causing the cups to swell, or the inside of the rubber lines to swell shut (if equipped).

Air will appear as a low,soft spongy pedal that can usually be pumped up.
