wow john, can you just imagine the size of the fines that idiot would get hit with if he got pulled over  another Darwin award candidate for sure.

just a guess but he must have the hoe bucket and thumb clamped on the front bar of the trailer - still should have chains

It was just a smart remark , I agree that the idiots who don?t tie things down is what causes needles laws to be passed and makes those of who are trying our best to do it right look bad . Just think if we could go back to trucking without e logs and all that junk but no we can?t becuse guys wouldn?t drive until they got tired they would drive till they get tired and snort some go go juice and go again and that?s why things are the way they are now .

it appears to me that most lawnmower/landscaper's that I see moving from job to job never secure anything, don't understand why they are not targeted by enforcer's.

Could be a landscaper anywhere around Austin. He needs a shovel and a small pile of gravel on there too.

Up here all that loose dirt would get you a ticket too, plus you woukd be buying a windshield for some schmuck who had a broken one.

From the looks of the surrounding area, I will guess that you are in a city. In most cities, the D.O.T. has no jurisdiction, and neither does the state highway patrol. It is only the local police who could do something about that load and most of the locals have not been trained in such matters.

That must be a city worker. L.O.L. I use to work for a school district that we had people doing maintained work on the schools. I had one guy one day show up towing a big mower to cut our yard with no tie downs on it at all. I looked at him and yield did any body tell you at the yard you should tie this down. I soon found out it was his first day on the job did not know nothing about tying any thing down. so I gave him a lesson and went to my truck pulled out some old tie downs and tired it down then sent him back to the yard after he did his job. Some times we need to educate those who do not know. Nice picture. He might not know what a tie down is.

Pretty sure most places it is just the opposite.
Feds cover the nation and all within.
State police cover the state and all within.
County covers county and all within.
City covers city only.
So you could get a ticket from any of the above with in city limits.
But they do tend to have certain "specialties" leaving the lesser crimes to the "lesser" agencies.

In Florida, I see state and fed wildlife officers handing out traffic tickets all the time.

State highway patrol can go any place. Have a wreck and call sheriffs office and the highway patrol shows up.

About 4 or 5 years ago the neighbor left out with a small track hoe on a trailer. I saw him load it and knew it was not tied down. His father owns the rental place it came from, and I debated with myself whether I should call him for about 15 minutes, when I finally decided to call. The father answered the phone, and I said, I know he wasn't going far when he left, but... Before I could get farther his father said, He almost lost it right in front of the store. I replied. There is not much use in me saying anything more then is there. He laughed and said, Nope.
