JD A Steering Issue

I have a 1946 John Deere A that has a major steering problem. I am unable to turn the front end or steer with the steering wheel. Is the problem with the worm gear on the end of the steering shaft and the top gear, or is it deeper then that?
 
Need a few more details. Did it just start, did you just get this machine etc. Easy enough to pop the top cap and check that the bearings haven't self destructed.

I will add this. Did this occur in the recent cold snap? May have some ice in the steering gear. Doesn't take much.

If it is not ice then look at the thrust bearing in the bottom of the pedistal between the front wheels. That bearing takes the whole weight of the tractor and hardly ever gets greased and if it is tried to grease it is with the weight of the tractor setting on it so the greas cannot be pushed into where it is needed. To do a good job of greasing that spot you have to jack the tractor up to take the weight off that bearing, in other words let the wheels hang and while greasing turn the wheel from side to side. If a lot of shimmy in front going down the road most likely it will be in those same 2 bearings at the bottom.
 
I had a bearing roller split on the end of the gear and Gaul the bearing surface up . Pulled out the pieces filled in the gauling smoothed with a grinder and Still use it .
 
Had a 37 A like that. I jacked the front up and put some thin oil in the gear box. Went and had supper and came back and started working it back and forth till it finally
loosened up. Most of the thin oil finally ran out the bottom so put some heavy stuff in it.
