International 340 Hydraulic Issue

My father and I purchased a 340 with a bad hydraulic pump. I changed the drive gear in the transmission and now the pump works fine. I still have an issue with the hydraulic pump once it comes up to pressure it does not go into bypass mode and it deadheads the pump stalling the motor. I believe this is what caused the drive gear to break in the first place. I have looked at the control values in front of the seat and they seem to be ok. Looking for insight.
 
If this is the same setup as a 560 there is a block by the valves that regulates the pressure and flow. There is a spring in one chamber that can stick and there is also an orifice that can plug up. You will need a IT manual or similar to see the construction.
 
Safety regulator valve. the pressure regulator should limit the max so it does not stall or break components. The
demand pilot valve orifice is likely plugged or its screen is plugged. Jim
