I've been trying to adjust the governor on my 454 and before I can do that I have to get the carb adjusted I can screw the idle adjustment screw all the way in and it does nothing, took it apart and found the idle jet plugged cleaned it and made sure the rest of the passageways were clear blew it out and put it back on still the same nothing has changed.
 
Could you be sucking air, somewhere? Intake manifold gasket, or carb mounting gasket? With it running, try spraying starting fluid around any possible leak areas, to see if the idle changes
 
If you have the throttle plate adjusted to far open you are beyond the opening for the mixture screws turn the idle down then go back and try your mixture screws 1 to 1/2 turns out should do it the other thing I have seen is wrong base gasket blocks off the ports on the bottom
 
Still something not right in the idle circuit.

Is it idled down to a slow idle? Needs to be down around 500 RPM to be on the idle circuit.

If you take the idle mix screw out, does anything change? Can you feel slight vacuum on the mix screw hole? Try spraying flammable type carb cleaner (not chlorinated cleaner) in the screw hole, see if it will idle better.

There is also an idle air bleed jet, and a passage back to the top of the bowl. Be sure it is clear and the gasket is configured correctly. Sometimes gaskets are made to fit several models, close but off just enough.
 
What about the throttle plate shaft. If it or the bushings are worn, you can suck enough air there to render adjusting screw useless. May have to disassemble and start over. May be missing something or may have trash in a line and plugged it again. Had a Stromberg SF4 I had apart 4 or 5 times before I figured out what was wrong. May end up being something just overlooked
