Help with fuel transfer pump

I have a diesel barrel with a Fill-Rite series 700A pump that is not working. Fuel is in bottom 1/4 but plenty to work. The pump motor is
working so my thought is its losing its prime and needs to be rebuilt. A rebuild kit is $150-$190. What do I need to check to make sure
it needs a rebuild kit before ordering one.

Pull the pump off and make sure the suction pipe/tube is not leaking. If it is one of the telescoping type tubes they have an oring in them that can go bad.

There is also a screen in some Fill-rite pumps that is under the pump head. IF this screen (#4) is plugged they will not pump either.

Also pull the cover off the pump rotor (#5) and see if the vanes (#6) are free in the rotor. Look in the pump housing itself where the vane run to see if it is smooth. If there is wear/rust pits the pump will not suck at lower levels.

If you can (with the pump off)get the hose higher than the pump and squeeze the handle to get some fuel to run back to the pump vanes. This might get some fuel on the vanes to create a better suction if they are dry.
 
We run quite a few of those pumps and the quick check is just as JDseller said. The housings rarely get past two sets of vanes, or one rebuild, depends on how much they are run when not pumping fuel and how dirty the tank is. When pushing the relief valve open it really loads the vanes and wears things. We had too much trouble with the two piece suction pipes and dont use them. When worn you can also keep them pumping a while longer by placing a non spring loaded foot valve in the suction pipe. If your housing is worn it is barely worth the cost and effort to replace it and install the vane kit. We buy new at that point, hopefully you just need the kit.
