Am I correct the lines should line up with each other with the flywheel At tdc engine serial 13e85890

no, u get your timing marks lined up to spec., then rotate pump either way to get these pump lines in line. if you are lining these up at tdc then that means you are timed at tdc. i dont know what the 3020 timing spec. is.
 
Yes, 3020 pump marks are to be aligned at TDC. Turn the pump as needed, back the flywheel up 8-10 teeth, then turn it clockwise again and check the marks after removing the gear lash. Repeat as needed.

The final check of timing must be in the direction of rotation. So you need to back it up past the mark, then go forward to the [TDC or whatever the spec is] and check the marks then. Otherwise you will have some gear lash involved.
 
Was any other work done on the tractor. The 3020 diesel has a quirk with the gear driving off the camshaft. I had one that you could not turn pump far enough to align the marks. Moving it one cog on drive would throw it too far the other way. Getting a different drive solved the problem and the regular Deere guys had run into that before. Memory little foggy on that as just what I replaced, cam shaft , or gears or what to have that problem show up but it was a major overhaul. Now, throw the flack at me.
 
I've seen pump drive shafts that were wrong too. Had a 4020 pump years ago that had extreme wear at the oil pump drive end so a new shaft was installed. Repair shop could not get the repaired pump in time. Pulled the new shaft out, and when both old and new where clamped in the vise at the rotor drive end side by side with straight rulers on each top end, there was at least a ten degree difference. New shaft was made wrong when compared to the old one..
