I have a John Deere 1050, I believe it to be around a 1982. ai have been told when the PTO is engaged, and the clutch pedal is depressed half way the tractor is supposed to stop moving. When the clutch pedal is fully depressed the PTO also stops. Mine does not do this. Does anyone know if this is the proper/correct operation for this model? And, does anyne know what part, or parts would need to be replaced to fix this?

Probably is not a two stage clutch. Check the john deere parts catalog for your year and model and see if they have both single and two stage clutch parts. My JD 850 has the two stage clutch which operates as you outlined.
 
The JD 1050 could have a two stage clutch to have a live PTO BUT it was an option. The standard PTO was not live. So you could not stop the tractor without stopping the PTO.

The 850, 950, and 1050 do work that way. Clutch fully engaged, or peddle half way in, PTO is engaged. There is a clutch spring that goes around the PTO shaft that engages the front and rear clutch hubs for the PTO. Don't confuse the PTO clutch with the drive clutch. If your PTO isn't working, that's where I would start. I think that there are top and side covers to the case so you can see what you're up against.

My guess is pto clutch is stuck. Check for proper clutch pedal adjustment. Only type traction clutch I see listed in both SN range 1050 parts catalog is dual stage clutch IE no single stage clutch.
