Ferguson TO-30 rear rim questions

I am getting new tires and rims for my to-30 and what was on there (for probably 30 years) were 12.4x28 on 10" rims, which seemed to be fine. However, I know the "rule of thumb" is to have the rim just one size smaller than the tire. So do I need to get 11" rims or would 10" be okay? Would 10" be harder to mount? Thanks

Afterthought: I'm looking at getting the rims from either this site or All States Ag Parts. Any quality difference between the two? I can't figure out the shipping rates for all states but the prices seem to be comparable, I just don't know about the quality.
 
Don't about the quality, but running a 12.4 on a 10" rims is ok. The tread maybe not as flat with a 10" rim, but you probably won't notice any difference besides maybe a little bit more floatation 12.4's will give you. If you need more floatation get a pr of 12" rims, and run a 13.6 tire (that's what my 135 has).
 
12.4s replaced the old 11s,so you're only one size off from when the rims were built anyway.
 
You"re dealing with old and new size markings. Since you can go an inch wider or narrower than the rim, your 10 inch rim can be used with a 9, 10, or 11 inch tire...using old size markings. Your 12.4 is new size marking, same as the old 11 inch tire. No need to buy new rims.
