IH carburetor question

I have an IH Cub, and the carburetor (it's IH brand) has two plugs in the bottom. One is in the Bowl of the carb, for draining gas. The other is on the bottom of the throat (where air is brought in). This plug has a small hole, maybe 1/16 inch or smaller, drilled through it. there is no obstruction at all. I can literally see through it. Is this normal? Ive not seen this on any other carbs on any of my tractors.

This plug with the hole is behind the choke plate, so even at full choke, air can pass through. Wouldnt this affect the performance?

and, yes, the tractor runs poorly as it is.
 
The plug with hole in is a drip hole to allow raw gasoline to escape if collecting in throat. It HAS to have a felt filter in it to prevent dirt from entering your engine. It has zero performance function while running though. All updraft carburetors will have some raw gasoline collect there if carb needle and seat leaks or when choking engine that does not immediately start.
 
If you take that carb apart, be sure to lift the top half straight up as they come apart. If memory serves me there is a very small diameter copper tube threaded into a hole on one half or the other. Breaks off easily. Don't want to do that if you can avoid it.
