Case 580K 3.9L cummins

I have a Case 580K with a 3.9L Cummins with a CAV pump. It idles awful below 900 RPM and is low on power. I would guess it was tired but it starts right up with no either or heat down to 20 degrees. Could it be a pump or injector problem?
 
Most likely the injection pump needs the drive shaft repaired, it will idle rough when the weight drive insert cushions wear and allow the weight retainer to bounce around when it shouldn't. Same thing happens on some Perkins pumps too. Have been seeing it more lately on the Cummins pumps in for repair though..
 
If it's like most I see, complete teardown, clean, repair, recalibration and return ship run between three-four hundred, long as it starts OK when hot, meaning the hydraulic head is good. Worn or seized heads are another matter..
 
I have seen the carbon veins inside the pump get worn and cause low case pressure. First check to see if you have enough flow to the pump to start with. It takes fuel to have the advance work properly. I see lots of CAV pumps and for the most part they are bomb proof. Check everything else first. Al
