Bosh injection pump issues

I'm having some issues with the inline pump from my 1030 case. It sat for probly 20 years and now I'm trying to get it to work. What I get is good fuel from 3 holes, some foam from 2 and nothing from one. The rack moves free from the front, but moving the throttle does nothing. I'm guessing stuck plungers? I took the side cover off and it looked good inside with no evidence of rust or corrosion. Any suggestions on how to fix this? My budget is very tight and I would like to avoid having to pay someone if I can.
 
Just repaired a Case 830 pump for the same trouble, had sticking plungers from setting. Don't think that's your trouble though IF the rack moves freely. Takes only one stuck plunger and the rack will not move the 21 MM range from fuel off to fuel on. With the throttle linkage disconnected and the front rack cap off moving the throttle lever to the off position should pull the rack back, toward the pump rear. With the throttle just moved away from the off position rack should move forward by the starting spring. Rack MUST move freely. Governor can't work correctly IF the rack sticks any at all.
 
Rack moves freely as far as I can tell, but the throttle does not pull it back. I'll check tomorrow to see if the lever is moving all the way. There is a clicking noise when it turns over too. I was thinking that was the cam hitting the stuck plunger.
 
Put the cover back on and fill the cavity with laquer thinner and turn the pump with a drill and socket. Fill thru the inlet fitting. The thinner will dissolve the gummy fuel. After it all works flush with clean fuel and turn with the drill. Have had the governor flyweights stick in the out position and engine wants to overspeed. Need then to pull back cover off pump and free the weights up. A small spring is under the back cover and needs to be unhooked and rehooked upon completion. Don't mess it up or will also overspeed...like in runaway.
 
The small spring is the starting spring, it helps pull the rack forward so the rack screw with shims contacts the rack cap on Case applications. If left off it will NOT cause an overspeed or runaway, just won't start as well. Also, weights are out when pulling rack back to fuel off position, weights are in when rack is forward for fuel on. If they stick when in, that will cause runaway. Most overspeed/runaways are caused by one or more stuck plungers, or the governor to rack link incorrectly attached. If the rack is in the forward/start position, and just one plunger is stuck, the flyweights will not be able to pull back when it should. If three or four plungers are working correctly they will cause the engine to run/overspeed. Best to quickly block the air supply when that happens to shut the engine down..
