With the second solenoid, added a 14 ga. wire from the solenoid mount I added to a nearby hydraulic line/motor to frame ground mount, now no problem starting it, I guess just bolting to the frame was not a good enough ground.
 
I've found out in 40 years of truck/trailer repair work, a bad ground issue will drive you up the wall! I've got an old headlight bulb (one side burned out) with two leads on it that I use to load test circuits. It pulls about four amps at about 13 volts, enough to verify good continuity.
 
Forgot to add, if you run a ground cable from the battery to one of your starter mounting bolts, that also helps.
