5020 A/C PTO

The PTO lever moves freely but does not stop the PTO from running. When I parked the tractor 2 weeks ago it worked fine. I started it today and pulled out of the barn and noticed that the PTO was running. I could not shift it to other gears mostly just 1st and "S". Two weeks ago I removed the brush hog and used the rear plow. Do you think not having the extra torque on the PTO is causing it not to disengage?
