My PTO is constantly running - I have a hard time shifting into gear. My tractor starts fine but the PTO runs always. Should I change fluids?

Changing fluids won't help most likely you need to find out if its mechanically disengaging the PTO when you shift it out.

The PTO lever moves freely but does not stop the PTO from running. When I parked the tractor 2 weeks ago it worked fine. I started it today and pulled out of the barn and noticed that the PTO was running. I could not shift it to other gears mostly just 1st and "S". Two weeks ago I removed the brush hog and used the rear plow. Do you think not having the extra torque on the PTO is causing it not to disengage?
