My wife is complaining that her truck is hard to steer at times.used to it was ps pump but with these newer and more complicated vehicles could it be something else?resovoir is full and it doesn't whine that I can here.just seems odd compared with past experiences with ps pumps

Intermittent problems are the worst...

But I would guess the problem is more likely in the steering gear than the pump, especially since there is no noise and the level is good. Is everything good about the belt? Tensioner working? No oil/antifreeze leaks?

Steering gear problems sometimes are worse on cold start up, and or cold weather.

If no one has specific experience with that model, try looking on some of the Ford truck forums, look for common steering problems.

I agree with Steve. I have seen worn internal gear seals start to bypass and cause what you describe.

my 08 f250 became difficult to turn at low idle---had no noise or leaks and steered ok at higher rpm---new pump solved the problem

First, check the serp belt and tensioner arm to rule out a worn or glazed belt or worn/sticky belt tensioner.

You've obviously checked the fluid level, but is the color of it okay?
I've seen a few of these that miraculously cured themselves when the fluid was flushed and replaced.

I guess I would first remove the coupling shaft between the rack upper shaft. This shaft has U / Joints.
These joints freeze up, it's best to remove it & soak in Oil & work it.. I believe there is a outside source
for new joints but they are VERY hard to find. Ford wants a lot of $$ for the part I sell many of them ..
# 8L3Z-3B676-B list nearly 400.00.. So I'm saying for 400.00 you can afford to try & free it up & then keep
it well oiled.. Every Oil Change paint it with the used motor oil from the engine & I promise you will never
have a issue with it again. When this shaft is froze, steering turns hard in SPOTs, then easier.. If this shaft
is OK I would be checking froze up Ball Joints, lastly a Steering rack.

I don't know your location, if your in the rust belt or not?
The past 12 months I've sold 7 of these shafts, & 1 Power steering
pump. I still think it might be wise to check this shaft unless
your in the south of south western states. I tell everyone who owns
these trks to oil this shaft.
