I. H. skid steer loader (wisconsin engine)

I have been for the past four years putting together a I. H. skid steer model 3200 loader with a Wisconsin air cooled engine. So people have told me it needs a fuel pump. some other people told me the first early models like mine do not have fuel pumps. I think it is starving for fuel but than a friend of mine that likes Volkswagens engines had told me just may be I have the values adjusted to tight. Which means that is why it might not ideal. Right now I have made another fuel line to help the fuel flow to the carburetor. Hoping that will fix that problem. I am still looking for some part for the hand throttle to the carburetor or pictures for ideal to make these parts. Thanks.

On the one I had it had a wisconsin engine which I believe was a VG 4 D but I may be wrong on these numbers it had a fuel pump. I had a new one here for it but gave it to a guy last fall as I had no use for it. Throttle cable on mine was bad and one day while at a used tractor parts place I found an enclosed one that I made work.
 
On the throttle link was that rods or was that a cable that ran from the handle throttle to the carburetor. All I have is the hand throttle and the rod on the hood
 
I had called the Wisconsin engine company up one year and we talked about it. They told me that I could buy a fuel pump and so I did. When I got to put it in it was to big and would not fit in to the top of the engine where it should have been. That is why I am going to try this electric pump.
 
It has been a while but I think it was a cable with long rods on the ends. I found a cable almost the same length but only had an adjustment on one end. I had to make new mounts for it.
