Leak at clutch shaft on Ford 3600

I'm NOT familiar with your specific tractor, but typically what you are seeing would indicate that either the engine rear crankshaft oil seal or the transmission input shaft seal is leaking, allowing either engine oil or transmission oil to sneak into the flywheel housing and get slung against the clutch release shaft, and then ooze out between the bushing and shaft.

In other words, there shouldn't be oil in that internal area in the first place.
 
There are actually two "clutch shafts" on
your tractor.
One in front that goes through the bell
housing. There should be NO oil in there.
If its leaking from there you will need to
split the tractor to replace the
transmission seals.
The other shaft is the clutch and brake
actuating shaft. That one goes through the
rear center housing just behind the
transmission. I suspect that is the one you
are referring to.
That one does have oil inside.
You remove both step plates and all the
brake and clutch linkages and go at the
shaft on the right side of the tractor.
There is a circlip there you remove and take
off both break pedals. The left pedal clamps
onto the shaft with a bolt and has a key
inside. The key must come out.
Then the shaft pulls out from the left side
of the tractor. Now you can renew the seals
- one on each side.
If the shaft is worn a lot you will need to
replace it. Otherwise your seals will not
last and you'll be right back in there.
