More than likely that would be caused by really retarded timing.

Timing be off will cause that as will the carb set to lean. Or the exhaust pipe is clogged up and not letting exhaust out as it should. Or your looking at it in the dark since many mufflers will glow red in the dark

Distributor advance assembly stuck in the retarded position, have seen it happen before..

You left out were you working it hard or light load. All my tractors mufflers will run red under heavy load.
