Make sure the linkage is not binding and adjusted properly.

On the side of the pump where the throttle rod pulls and rotates
The shaft you will see two adj. screws with lock nuts.

One should be sealed with wire. That is the High or Max. Governed RPM. Don't bother that one. The other adjust the
Idle.
Loosen the nut and turn the screw to adjust RPM.

If you study it a bit and work the linkage you will understand.

If it is hard to get in gear you may have a different problem. Clutch pilot bearing can cause problems at any speed.
 
Check your linkage from the dash down for binding, and make sure that the lever with the springs on the pump is bottoming out on the idle adjusting screw.
