656 weak hydraulics

656 Farmall. Installed new pump, new O-rings, new hydraulic filter, new relief valve. still wont pump over 2250 psi with hardly any gallons. app 3 gallons at 2250, and 3 pt wont lift. its not a suction problem, because its not aireating. any ideas? also rebuilt flow valve.
 
That much psi is a whole lot more (1600 psi factory) than a 656 was ever designed to have. You need to test flow at 250 to 300 psi below relief valve opening pressure and it should be at a minimum of 75 percent of free flow. Hitch is a separate pump and relief valve unless you have a add on 3 pt, not factory. Hitch pump flow joins main pump flow when hitch is not being raised. Just some starting points for testing.

I retested this am with what you said. i can only get 1000 psi at 300 pressure at 3 gallons pm.
