When should I fertilize the winter wheat?

I have 2 small plots of winter wheat. It is now 3 or 4 inches tall. I plan to broadcast some fertilizer on it by hand, just trying to decide when.
 
Down here P and K go in with the crop. Top dressing with N is done the last week of January which is usually dry (enough) and mild. Green bugs are the next problem and have to be controlled....daily vigil.
 
I spent part of my day spreading 18-46-60 on the wheat ground. I'll start drilling tomorrow. I guess do it now.
 
My opinion has always been, you fertilize to grow the seed head not the stalk. We always had it broadcast late in spring for that reason and also to make sure one had a good stand (flood and freeze kill) before spending more money on a bad stand and a low profit crop . It's the seed head that makes yield,not stalk, there needs to be some help left over for July.
 
Well that certainly supports the process around here. Add the "stalk (and root) growers" when planting, and then when the plant is nearing maturity (late January as that's when the soil is dry enough usually, to let you in), shoot it with the "growth hormone......" and wala, seed heads with short stalks. Makes sense.
