Starter drive problem?

I have an electric starter on an old 8 HP Briggs, 23 FBC.
The starter operates on 6 volts.
Problem is the starter drive doesn't engage into the flywheel gear, just grinds without meshing.
I have to manually turn the starter drive gear into the flywheel gear and then hit the switch - then it will work.
Is this a bad starter drive?
 
Are the teeth on the drive or ring gear all mashed up and flat ?? Take corrective action ....Lots of the small engine drives are replaceable separate from the starter...
 
Well, that's a good question.
I think its a 6 volt starter because the battery holder holds a six volt battery perfectly and it turns over about the right speed.
Its on a 1951 Shaw tractor. There was never any O & M manuals supplied with these tractors as I understand it, and the electric starters were rather rare.
I acquired this tractor a few years ago and it had not been run for six years prior at least. The previous owner bought it and never had it running or did much with it - lost interest so he didn't know much about it.
So I'm kind of winging it. If it is a bad bendix I will be guessing on what to order for a replacement.
