All the ones I have seen have it so the return line has the filter in it. That is how every machine I have messed with where set up be it a dump truck or a backhoe or a dozier
 
Usually on the suction side there is a screen sized to keep anything big enough to harm the pump from going through. Engines, fuel pumps, hyd. systems, etc- most then have the filter on the pressure side.
 
Return the low pressure oil through the filter otherwise you can starve the pump. A 30 micro filter is a popular size and the filter needs to handle more flow than pump output. Strainers are used on the suction side with 100 mesh being a good size.
 
On hydraulics,the filter would have to be on the suction side,because the pressure of the hydraulics would be too high for any normal filter.Mark
 

Filter in the return line to the sump. Unless the system has a low pressure pump pushing oil through a filter to supply the high pressure pump.

On the return side there are no restrictions. That's where I put it.
