HONDA TRACTOR HT 3813

I have a Honda Tractor HT 3813 that after 10 minutes of operation or idling it revs up drastically. Does anyone know what the problem can be?

I'd venture a guess the governor is jacked up. Had that experience in a ford tractor that had ballbearing and race system that centrifugal force caused to lift and activate the throttle. The bearing would would get flat spots, was an easy fix. No idea if a lawn tractor has something similar.
