O.T. 2005 Chevy Blazer Poor Cool Start

Got a 2005 Chevy Blazer, gas, that first thing of a morning in Phoenix Az, or even mid day if it has been sitting for several hours without running, will not start easily with out waiting for all the bell and whistle warning lights on the dash to go off. However, if say you go to start it after turning it off for a short period of time (like to fill it with gas, or just to go in a store for a few minutes), it will start up easily before the bell and whistle warning lights go out.

Is this an indication of a weak fuel pump, some other problem, or just something inherent to this modern vehicle that is no concern?

I had a neighbor is AZ last winter that had a Chrysler LeBaron that did the same thing, I suggested to him to turn the key on and wait a few seconds (45) before cranking. It seemed to help, but I'm not sure he understood what I meant, one time he kept turning the key on and off. I think it means you have a bad fuel pump, regulator, or check valve as others have said.
 
Not sure if this is the issue, however I had a 1992 pickup with tbi on it, and I had a similar hard starting issue when it sat for very long. Replaced fuel pump, no help, found the issue was a fuel pump prime relay. Simply taking it apart and gently sanding the contacts and problem solved. Bad contacts in the fuel pump prime relay. I should have replaced, but no more issues until I sold the pickup.
 
The fuel pump only runs for about 2 seconds when the key is turned on. Is that too long to wait? You can usually hear the relay click off.
 
I'm thinking it's a fuel pressure loss/leakdown. The fuel pump only primes for 2 seconds when turning the key on, if fuel is leaking down that wouldn't be enough time to pump back up. The problem is you can have an expensive guess if you don't have a way to test fuel pressure and isolate the return line. By isolating the return line you would eliminate the possibility of the regulator causing the problem. I have seen both issues on this type of EFI .
