Ford 2000 Power Steering issue

1974 Ford 2000 3cyl gas... having a problem with the power steering blowing fluid out the vent on the steering box. We recently rebuilt the steering box and pump for the same problem and found that the filter had deteriorated and I chalked it up to debris plugging the system and causing over-pressuring. It worked great for about 6 months and now it's doing it again. I am assuming maybe there is still debris in the system but does anyone have any other ideas?

Did you go through the upper half of the column?
Your problem is most likely the seal below the hydraulic valve. See part #13 in the diagram below.
You also want to replace the upper seal part #35 as that is a known failure item.
I always replace the two orings #33.
You will need to remove the center hood, steering wheel, cowel and throttle handle.
and you will need to remove all 6 lines that go the hydraulic block. MARK WHICH LINES GO WHERE!!
Clean and inspect all parts in the hyd block.
Then reassemble according to your I&T FO-31 manual as retightening the nut #21 properly is very important.
Ity is not a difficult task.

"Rebuilt" as went through and ALL seals and o-rings were replaced. And they all looked good at the time but were changed anyway. At that time the filter that was in the pump was completely disintegrated. I have a hard time believing that the seal has already gone bad. The tractor is used very rarely and probably has less than 10 hrs run on it since the last fix.

This has the ag axle with assist steering and has always seemed to have very strong power steering. Almost too strong. Wondering if things are overpressured. Pressure relief in the pump was pulled and inspected before and it looked fine.
