1945 case VAI transmission

Hello everybody,
I am currently restoring a 1945 Case VAI industrial tractor. I got it running about a week or so ago and took it for a spin and noticed something odd. When you push the clutch in the tractor completly stops like a brake. Every manuel transmission i've ever seen coasts when you push in the clutch to shift. I was wondering if this being a 4 speed industrial madel if its is different? I am new to this so any help or advice would be greatly apreciated.

I just did a '40 VC with band brakes that were oiled up and full of dirt. It had the same symptoms, in fact it was even hard to take off from a stop. I believe you have disc brakes , but they can produce the same effect....
 
The clutch pedal and brake pedals share a common shaft that goes from side to side of the torque tube. Sounds like the clutch pedal is not totally free floating on the shaft, or there is a wrong pin in one of the break arms and the clutch pedal is hitting that and actuating the brake.
