Can't get Allis B started

I have an Allis B tractor that I'm restoring but it wont start. The spark plugs have spark, gas is getting into the carburetor, the float isn't stuck, I think it's timed correctly, the tappets were set to .010 , when turned over it pops every once in awhile (sounds like only one cylinder is firing), and the muffler gets warm so I know some gas is burning. Any idea what to try next or what the problem might be?
 
I did that on my Super 55 Oliver when I got it back together. Towed it around until I was dizzy. Firing order on a 4 cylinder seemed to me like it should have been 1-3-4-2. Nope,1-2-4-3 on that one.
 
not sure on allis, but that tappet setting of .010 seams kinda tight.?? but i would recheck firing order, but it still should start on 2 cyl's anyhow. , as # 1 and 4 would still be correct, unless it is totally screwed up.
 
0.010 is correct setting for a hot engine but a cold engine you need to add say 0.002 to it so set them at 0.012. You say you have spark at the plugs but is it a good blue white in color and will jump a 1/4 inch gap or more at all 4 plugs?? You also say you have gas to the carb but that is not good enough you need gas to the cylinders. Do any of the plugs get wet with gas?? If yes then it is flooded
 
plug hole or with the valve cover off make sure both valves are closed. Hand cranking the engine when number one sparks you need to see the TDC or CENTER line in the inspection hole. If you are 180° off you can not set the magneto at TDC. It will need to be set at the FIRE line of a little before. .010 is correct. Firing order is 1-2-4-3 with one by the radiator. Make sure you are at top dead center on number one by holding you thumb over number one
 
Remove the air intake pipe and hold your hand over the carburetor air intake as the motor turns over to see if you have suction. If no suction, valves and pistons are out of time. Hve you tried rotating the distributor/magneto a little in each direction?
 
Do a compression check to eliminate that question. If it only has 40 or 50 PSI it will have trouble starting.
