Does it have high compression pistons or flat tops? If high compression he might have put one in 180 degrees out.
 
Pull the pan and look.That failing,pull the head. If there is a rod in backwards,the head's gotta come off anyways to change it anyways.
 
With the starter or by hand? If you mean by hand, possibly the cam timing could be off making the valves collide with the pistons. I would think the starter would bend them over and keep turning
 
Sure do sound to me that he has the pistons in backwards . Dadgum know it amatures Rod # go to cam side and for dumb people the arrow ontop of the piston means this way FORWARD.
 
As JDIH stated valve could be hitting the piston. Also could be caused by the valves being set
beyond zero lash so valve is being held open all the time. You would think anyone in an engine
this deep could figure this out. But I have read post on here where a person pulled the head and
replaced it and thought the valve train could just be bolted on and valve lash would be good. Now
if the starter won't turn it the issue is most likely a backward piston or replacement piston has wrist
pin at the wrong compression height.
 
She's not going to get into the 706. The 300 ute was supposed to be a 10 minute key switch swap.

Only was told the crank only turns 120 degrees. I'm guessing by hand or by starter.
