The original subject was "Ford 3600 power steering intermittent".

I've finally gotten the guts and time to tear this apart and when I got to the valve to take the nut off to clean and reassemble it, I found the nut to be finger tight, as in I could turn it with my fingers at least one full turn tighter. Is this likely to be the only problem or do I need to disassemble it farther to clean?

That's probably what was wrong.
But I would still take the valve apart and clean it inside.
I would also put new upper and lower seals and 2 new orings in it.
The upper seal is a known failure item.
The worst thing about that job is pulling all the tin off to get at it.
No sense having to go back in there. Make sure you stake the nut when you reassemble it.
That's what went wrong in the first place.

Good call on taking the valve apart for cleaning. I'm leaving this in site on the tractor and when I removed the nut and associated bearing and removed the control block, a couple of the valves fell out the bottom while a couple more seem stuck. What really surprised me was the pieces of the spring washer that also fell out. The parts book shows this washer to be at the top of the valve but the pieces were underneath. Which location is right, underneath or on top?

Convex or concave washer (depending on how you look at it) goes on top with high center towards nut. Will not work right without that either. It is spring steel. If it is flat, you need a new one.

Yeah, the warpy washer should be on top - just under the nut.
They are still available from CNH. Probably not cheap.
I would go ahead and disassemble the block.
I wash them out in lacquer thinner and reassemble with a light grease.
A lot of guys have trouble getting all the springs and balls back in the right holes so I have this picture which will help.
Notice the yellow pencil is pointing to the fitting. That goes on the right side.
There are 8 plungers, 2 balls and 3 springs in there.
There are 6 ordinary plungers and two special plungers with horns on one end.
You can set the block back on the column and load them from the top.
The port with the green pencil is for the special plungers.
Load it with the bottom plunger horns up. Then two balls. Then the top plunger horns down.
The other 3 holes get an ordinary plunger then a spring, then another ordinary plunger.
There is a technique to adjusting the nut against the warpy washer. Tighten it till the washer is flat then back the nut off 1/6 turn.
Again, make sure you stake the top part of the nut into the slot on the shaft with a punch or chisel.
