where would you connect a vacuum gauge to set timing on ih 2444

I wouldn't use it to set the timing but there is a 1/8" NPT port in the intake manifold just above the carburetor mounting flange where you can get a manifold vacuum reading.

Breaker point gap - .020"
Spark plug gap - .023"
Ignition timing at high idle - 17° BTDC
The timing marks are on the crankshaft pulley with the pointer on the front cover.

Listen to Owen and use a timing light,

If you set it on the highest vacuum, it will be too far advanced. Use a timing light.
