White smoke

The 971 diesel I picked up smokes quite a bit and
has what looks to be oil blow by from the crankcase
vent. I am a green horn when it comes to diesels I
drained the tank and put new fuel in it and I haven't
worked the tractor yet. Is there anything I could try
or does it need to be overhauled?

Is it white that hangs or is it white and goes away quick? That can mean water in fuel or radiator water getting into the engine. Have someone with experience take a look. Not your local tree mechanic.
 
The smoke clears up some if I drive the tractor but if it is running in the garage it will smoke me out.
 
As has been mentioned you need to work it hard for a couple of hours You don't have enough heat to ignite the fuel completely! . Also remove the exhaust manifold and see if the white smoke is from all 4 cylinders or if one is worse than the others.
 
First off , change to new hd diesel oil... get the 20wt crap out of the engine. THen run some commercial diesel injector cleaner through it... then as others have said... run it under medium to heavy load for extended hour or more. Good oil will clean the rings, the injector cleaner will help the spray pattern, and the hard work will heat it up and clean it up a bit....

Then you will see where the engine stands.

White smoke, especially when the engine is cold, and gets a little better after the engine warms up, is usually from an injector dribbling fuel.It should smell like fuel or kerosene, when at idle cold. It will you run you out of the shed! When you first start the engine quickly check the temperature on e this ach cylinder exhaust port. What you are looking for is a cold or colder cylindert Tob do is take a quick feel with your finger on each exhaust port, you will find a cold port that way. Hopefully the injector work or be the only thing that hounded to replace or clean to get you going,

For white smoke I would check for any restriction in the fuel flow and make sure it isn't sucking air in to the fuel system. It could be from coolant but I would check the simple things before I suspect the worst.
